Westchester County's Board of Acquisition and Contract on Thursday, Aug. 6, approved a subcontractor for the Bronx River Pathway Reconstruction project, a five-mile overhaul of the paved trail that runs through the Village of Scarsdale and three other municipalities along the flood-prone Bronx River corridor.
The board approved Sealcoat U.S.A. of Yonkers as a subcontractor on Contract No. 23-511, awarded to Hawthorne-based Peter J. Landi, Inc.
The project stretches from Kensico Dam Plaza in Valhalla south to Greenacres Avenue, crossing the City of White Plains, the Towns of Greenburgh and North Castle and the Village of Scarsdale, according to the county's meeting agenda.
The scope calls for rehabilitating approximately five miles of asphalt pathway and replacing three pedestrian bridges while rehabbing five others, according to a Construction Industry Council report from August 2025, when the county put the project out to bid with an estimated range up to $7.5 million. The actual contract value was not disclosed in the Aug. 6 agenda.
The project is listed as capital project RBR07 in the county's 2026 Adopted Capital Budget under Parks, Recreation and Conservation.
Commissioner of Public Works and Transportation Hugh J. Greechan Jr. said in August 2025, when the project was going out to bid, that the county had "streamlined our bidding process, eliminated the $10-million Bond Cap, and have implemented the use of On-Call Consultants" to push projects forward under County Executive Kenneth W. Jenkins.
Work is already underway on portions of the pathway. The county parks department lists a closure between Virginia Road South and Parkway Homes Road through Sunday, Aug. 9.
The trail improvements come after the Bronx River Parkway flooded and shut down in both directions on July 21, stranding commuters in White Plains and Scarsdale and flooding low-lying areas in Bronxville near Paxton and Midland avenues, according to CBS News New York. That was the second major flooding event in a week along the corridor.
Other contracts approved Aug. 6
The board also approved:
- An $8.1 million County Center generator replacement at 198 Central Avenue in White Plains, awarded to All Bright Electric of West Nyack (lowest of five bids).
- A $450,000 amendment to the Frasca & Associates airport management consulting agreement for Westchester County Airport, bringing the aggregate total to $1.2 million, extending the term through May 31, 2031, and adding a Commercial Passenger Terminal Modernization Needs Assessment.
- A $70,000 increase to the WestCOP Oasis Annex agreement, bringing the total to $780,200 for the women's emergency drop-in center serving up to 40 women at 22 East First St. in Mount Vernon.
- A $1.39 million contract for science building upgrades at Westchester Community College in Valhalla.
