Scarsdale's new Pool Complex won't open until summer 2029, and Con Edison will face residents at a public meeting Sept. 15. Mayor Justin Arest announced both developments alongside a new Village Treasurer hire in a community letter Sept. 9.
The most time-sensitive item: Con Edison will hold a community meeting Tuesday, Sept. 15, at 7 p.m. in Rutherford Hall at Village Hall. The utility has been inspecting sewer laterals along Walworth Avenue and Fox Meadow Road damaged during gas transmission line installation along Walworth Avenue from August 2021 to January 2023 and along Fox Meadow Road from May 2023 to October 2024.
As of the Aug. 11 Village Board meeting, Con Edison had inspected 75 homes. Twenty laterals were confirmed needing repair, 17 possibly needed work and 10 required further review.
The Village has frozen permits for additional Con Edison excavation until the company submits a comprehensive work plan. At the Aug. 11 meeting, Arest said "no permit for this work has been issued, and no permit will be issued until Con Edison presents a comprehensive plan that demonstrates every reasonable effort has been made to coordinate and expedite the work …"
The Village also met with representatives of the New York State Department of Public Service and the Governor's Office about the transmission project, according to the Sept. 9 letter. Arest wrote that the Village expects to be kept fully informed about work involving critical infrastructure beneath residential streets.
New treasurer brings Eastchester experience
Dawn Donovan started as Village Treasurer on Aug. 3. She brings more than 35 years of public-sector finance experience, including 25 years in municipal government. Most recently, she spent more than 15 years as Town Comptroller and Human Resources Manager for the Town of Eastchester, overseeing a $48 million budget.
Pool Complex pushed to summer 2029
The existing pool will stay open through summer 2027. Construction is expected to begin after the 2027 season, with the Village's goal to limit the closure to summer 2028. The new outdoor facility is targeted to open for summer 2029.
The delay gives the Village more time to refine design, scope and cost before completing construction documents and regulatory approvals, according to the letter. Three resident volunteers with professional expertise in architecture, design and construction are joining the Pool Redevelopment Advisory Committee.
Freightway environmental review advances
The Draft Generic Environmental Impact Statement (DGEIS) for the Freightway site is expected this fall. The Village Board adopted a Positive SEQRA Declaration at its July 14 meeting, triggering the environmental review. A 2020 engineering study found the existing garage would require millions of dollars in repairs and ongoing maintenance. The GEIS process studies a range of scenarios before any development decision is made.
Traffic, parking and playground updates
A new traffic signal at Post Road and Edgewood Road, a state Department of Transportation project aimed at improving pedestrian safety near Edgewood Elementary School, is expected to be fully operational by the end of September. The Village will also launch a speed hump pilot on Sprague Road, with installation expected within three weeks of Sept. 9.
The Village's first fully online parking permit sale processed more than 720 applications in September, with several high-demand categories selling out. Davis Park playground construction is expected to begin in December, pending Village Board approval.
Residents who want to address Con Edison about sewer lateral inspections or the transmission project can attend the Sept. 15 meeting at 7 p.m. in Rutherford Hall.
