Westchester County approved a $21.5 million contract to rehabilitate aging pumping stations that serve Hastings-on-Hudson, Dobbs Ferry, and Yonkers, part of nearly $37 million in infrastructure spending the county's Board of Acquisition and Contract greenlit at its Tuesday, July 22 meeting.

The pumping station work is the largest single contract. Mace Contracting Corporation, a minority-owned firm based in New Rochelle, won the job with the lowest of three bids at $21,483,000. The project covers the Hastings, Dobbs Ferry, Main Street, and Ludlow Street pumping stations in the North Yonkers and South Yonkers Sanitary Sewer Districts. Filingeri Electrical Contracting Corp. of Mohegan Lake will handle electrical subcontracting.

The sewer districts serve residents across the three municipalities who share a regional wastewater system managed by Westchester County.

The board also accepted a $9,174,303 grant from the Federal Aviation Administration to build a snow equipment storage building at Westchester County Airport. The grant, part of the FAA's Airport Improvement Program, comes with a SEQR Negative Declaration, meaning the county determined the project will have no significant environmental impact. It marks the second FAA grant the county has accepted in recent weeks; on Wednesday, July 16, the board accepted a separate $424,715 FAA grant for runway rehabilitation at the same airport.

At Playland Park in Rye, the board signed off on a completed $6,123,144 switchgear facility built by West-Fair Electric Contractors Inc. The electrical upgrade is one piece of a broader renovation push at the nearly century-old amusement park. Westchester County took over direct management of Playland in 2025 after Standard Amusements exited its management contract. In June, the board approved a $10.5 million change order for Playland's Infrastructure Rehabilitation Phase 3 project, bringing that contract's total to $41.26 million with a completion deadline of June 30, 2027.

Joan McDonald presided over the July 22 meeting and moved all resolutions; Board of Legislators member Vedat Gashi seconded. Every vote was unanimous. Board of Legislators members Greg Casciato and Santiago Caceres also attended, along with representatives from the Department of Finance, the county attorney's office, and Secretary Raymond Sculky.

Separately, the board accepted a $1 million U.S. Department of Justice grant to fund the Westchester County Domestic Violence High Risk Team through September 30, 2028.
