Westchester County Executive Ken Jenkins said on a July 15 podcast that the county has spent nearly $500 million on affordable housing since 2019, producing 3,383 units through two county programs. What he didn't share: how any of that money broke down across the county's 45 municipalities.

For Bronxville, Scarsdale and Eastchester, all three facing pressure under state and county housing mandates, that gap isn't just an accounting detail. Without a municipal-level breakdown, local officials have no public data to assess how the funding — or the mandates tied to it — actually affects their own communities. No standalone county report or press release containing those figures was publicly available as of July 15.

The county also opened Housing Flex Fund II, a $25 million pool for affordable housing development, with applications due Friday, Aug. 21 — described on the podcast as a hard deadline. The fund is open to both for-profit and nonprofit developers, as well as municipalities looking to partner on projects. One problem: the program's official page at homes.westchestercountyny.gov returned an error as of July 15. Anyone interested in applying should call the county directly at (914) 995-2000 to confirm details rather than relying on the website.

Jenkins also launched HomeSeeker, a centralized portal at homeseeker.westchestergov.com where residents can search and apply for affordable rentals and homeownership opportunities countywide. The county defines affordable housing as costing no more than 30% of a household's gross income, including utilities, with eligibility generally running between 30% and 80% of the area median income. Residents can register, build a household profile, and apply directly online; applications submitted before a lottery closes are entered in the draw, and later ones join a waitlist by date received. Westchester Residential Opportunities can help with the process at [email protected] or (914) 428-4519.

No official from Bronxville, Scarsdale or Eastchester has publicly commented on the new funding round or said whether their town plans to apply. The county hasn't announced any public comment period or legislative hearing tied to Housing Flex Fund II. The application deadline stands at Aug. 21, with program details expected to reappear at homes.westchestercountyny.gov once the page is restored.
