Plumbing contractors in Westchester County could soon operate under looser ownership rules. A proposed local law would eliminate the requirement that a licensed master plumber hold at least 51 percent of a plumbing contracting business.
The Board of Legislators' Legislation Committee is scheduled to discuss the measure, Local Law 2026-295, at 1 p.m. Monday, July 13, at the Michaelian Office Building in White Plains. The change would apply countywide, including in Bronxville, Scarsdale and Eastchester.
Under current county law, in effect since 1996, no business may perform plumbing work unless licensed master plumbers hold a controlling 51 percent stake. The proposed amendment would scrap that threshold while keeping the requirement that all plumbing work be performed by or under the direct supervision of a licensed master plumber.
James Maisano, director of the county Department of Consumer Protection, and Jason Whitehead, an associate county attorney, are listed on the agenda as presenters. Maisano's department administers plumbing licenses countywide.
The bill was introduced at the full Board of Legislators meeting on Monday, June 15, and referred to committee. Monday's session is a discussion, not a final vote. If advanced, the measure goes to the full board.
The committee will also receive three legislative memos for file:
- Property Record Notification & Deed Theft Prevention Law (2026-204): Sponsored by Legislator Tyrae Woodson-Samuels, District 13. Reports of deed theft to the New York State Attorney General's office more than doubled from 222 in 2024 to 517 in 2025, according to CBS News.
- Public Safety Nuisance & Illegal Housing Enforcement Law (2026-205): Also sponsored by Woodson-Samuels. Specific provisions were not detailed in the published agenda.
- Safe Access to Religious Institutions Act (2026-236): Sponsored by Legislator Judah Holstein, District 10, which includes Eastchester, New Rochelle and Tuckahoe.
None of the three are scheduled for a vote Monday.
