A 58-year-old Mount Vernon man charged with fatally shooting his niece outside her Bronx workplace was arraigned Thursday, July 16, in Bronx court. He was held without bail.
Michael Foster faces charges of second-degree murder, manslaughter and criminal possession of a weapon in the death of Julia Anderson, 39, according to News 12 Westchester. The Westchester County District Attorney's Office is prosecuting the case.
Anderson was shot multiple times in the chest shortly before midnight on Tuesday, July 14, while standing outside her parked Jeep near Murdock and Nereid avenues in the Wakefield section of the Bronx, police said. She was taken to a hospital, where she died.
Family members told News 12 that Anderson was across the street from the group home where she worked when the shooting happened. They said she had spent more than a decade caring for adults with developmental disabilities.
The shooting occurred less than a mile from the Mount Vernon home the two shared at 18 Bell Avenue, according to property records cited by the New York Post.
That Bell Avenue address is at the center of a longstanding family dispute. Court records show Foster accused Anderson in 2025 of stealing family property documents. Anderson was arrested, but the Westchester County DA's office said the case was later dropped due to a lack of cooperation.
After her arrest, Anderson filed a lawsuit alleging investigators had relied on "unvetted statements of a known felon with a violent history," according to court filings reported by News 12.
Foster previously served time in state prison for the 1988 drive-by shooting death of Conrad Reed, also known as Calvin Reed, the father of former NFL running back Ray Rice. The shooting happened in Mount Vernon, and authorities determined Reed was not the intended target.
State corrections records show Foster was one of four people charged in that case and received a sentence of four to 20 years on a first-degree manslaughter conviction, the New York Post reported. He was denied parole three times before his release in 1999.
Investigators executed a search warrant at Foster's Bell Avenue home on Wednesday, July 15, removing weapons and other evidence, police said. No next court date has been announced. The case will proceed in Bronx criminal court.
