Westchester County property taxpayers in Bronxville, Scarsdale and Eastchester have a stake in several items the Board of Legislators considered at its full-board session Wednesday, July 15, including the Westchester Community College 2026-27 budget, a flood mitigation bond act for Ardsley and a pool rehabilitation bond for Tibbetts Brook Park in Yonkers.

The Budget & Appropriations Committee advanced the items to the full board at its Monday, July 13 meeting, according to the committee agenda.
Westchester Community College budget. Three resolutions (2026-303, 2026-304, 2026-305) would set the WCC 2026-27 operating budget, which is partly funded through the county property tax levy. Budget Director Larry Soule presented the proposal in committee. WCC's tuition for 2026-27 is $6,018 per year, the lowest among Westchester institutions, according to the college's official Facebook page on July 7. The county's share of the college budget was not disclosed in the committee agenda.
Flood mitigation bond for Powderhorn Road, Ardsley. Resolution 2026-316 authorizes a bond act under the county's BPL26 flood mitigation program, which pairs county dollars with municipal funds on a 50-50 cost-sharing basis, according to a county press release. Planning Deputy Commissioner Melissa Rotini, Assistant Commissioner David Kvinge and Chief Planner Matt Castro presented the item in committee. The county's 2026 adopted capital budget added $5 million for a related multi-year flood mitigation program (capital project BPL47, covering 2026-2035). Westchester had allocated more than $116 million countywide for stormwater management as of a January 2025 county press release.
Tibbetts Brook Park pool rehabilitation. Resolution 2026-301 would fund repairs to the Yonkers water park, one of just four county-operated pools open to all Westchester residents, according to the Rye-Harrison News. The county built the current facility in 2009 at a cost of $9.25 million; it is now 16 years old. Acting Parks Commissioner Peter Tartaglia and Director of Park Planning Rob Lopane presented the proposal. No dollar figure for the bond act has been made public.
Senior services. An intermunicipal agreement (2026-300) would continue county-funded senior services in Yonkers and New Rochelle. The Seniors & Youth Committee passed the item Monday, July 13, with Acting Director Sherine Kurien of the Department of Senior Programs & Services presenting. While the IMA names Yonkers and New Rochelle, it is funded through the countywide tax levy that Bronxville, Scarsdale and Eastchester residents pay into.
Bond acts are repaid through county tax levies, meaning homeowners across Westchester share the cost. The WCC budget similarly draws on county property tax revenue. Any increase in bonded debt or operating appropriations can affect the county tax rate on local property bills.
