Westchester County will spend $5.7 million to buy land for 100 affordable homes and $2.15 million on a new Family Court contractor, after the county Board of Acquisition and Contract unanimously approved 17 resolutions Thursday.

The board authorized purchasing 1.76 acres at 1-3 Croton Point Avenue in Croton-on-Hudson for up to $5,725,000, then handing the property to WBP Development LLC for just $1 to build 100 affordable homeownership units for first-time buyers. County Executive Ken Jenkins had highlighted the project in his 2026 State of the County address.

The board awarded a five-year, $2,152,365 contract to Nationwide Court Services to serve legal documents across all Family Court proceedings countywide, running Aug. 1, 2026, through July 31, 2031. Nationwide was the only bidder, and the contract replaces the county's expiring arrangement.

A Community Development Block Grant agreement will send up to $94,275 in federal funds to the Town of Mamaroneck for an emergency generator at its senior center — part of the county's $4,529,567 preliminary CDBG allocation from HUD this year.

The board also amended two youth-services programs: My Sister's Place, a White Plains domestic violence nonprofit, can now change three of its four R.E.A.L. Program locations, and United Way of Westchester and Putnam is adding a second site for its Education United-Sleepy Hollow program. Both programs run through the end of 2028; the county hasn't specified which locations are changing or why.

The board also approved a $3.5 million architectural services contract with Studio 88 Architecture for county building projects, a $424,715 FAA grant for runway rehabilitation at Westchester County Airport, a $122,500 hazardous-materials training grant, and a $1.225 million renewal with the Westchester Institute for Human Development for foster-care aftercare services.

The board's next meeting is Wednesday, July 22, at noon at the Michaelian Office Building in White Plains, open to the public in person and via Webex.
